The Central Statistics Agency (BPS) uses a measurable and standardized methodology to determine Indonesia’s poverty rate. The calculation is not based on assumptions, personal perceptions, or subjective assessments of people’s living conditions. Instead, BPS applies the Basic Needs Approach to identify individuals who are unable to meet minimum basic needs. This methodology serves as an important foundation for producing objective, reliable, and accountable poverty statistics.

Under this approach, poverty is defined as a condition in which individuals or households are unable to meet the basic needs required for a decent standard of living. These basic needs consist of both food and non-food requirements. For food needs, BPS uses a minimum energy requirement as one of the components in determining the poverty line. Meanwhile, non-food needs include essential requirements such as housing, clothing, education, and healthcare.


The poverty line is one of the key concepts used by BPS in measuring poverty. It consists of the Food Poverty Line (FPL) and the Non-Food Poverty Line (NFPL). The FPL represents the minimum monetary value required to meet basic food needs, while the NFPL represents the minimum value required to meet essential non-food needs. Individuals whose average monthly per capita expenditure falls below the poverty line are categorized as poor.


The components of the poverty line are determined by taking into account people’s consumption patterns. BPS uses survey data to identify the types and quantities of goods and services consumed by households. This allows the poverty measure to reflect the actual socioeconomic conditions of the population based on systematically collected data. The methodology can also be updated periodically to reflect changes in consumption patterns and economic conditions.


Poverty statistics produced by BPS play an important role in development planning and policy evaluation. The data can be used by the government to identify vulnerable population groups and design poverty alleviation programs that are more accurately targeted. In addition, poverty indicators provide an important basis for monitoring changes in people’s welfare over time. Understanding the methodology behind these indicators is therefore essential to ensure that poverty statistics are interpreted appropriately.


Debates surrounding poverty figures often arise when the concepts and methodology used to calculate them are not fully understood. In reality, each stage of the calculation is based on established statistical methodology and survey data collected through systematic procedures. A proper understanding of the poverty line, basic needs, and its underlying components can help the public interpret poverty statistics more objectively. Poverty figures should therefore be viewed as statistical indicators designed to describe the socioeconomic conditions of the population.
